إن الأزمة التي اندلعت بين الجزائر وفرنسا في سنة 1827م، أدت إلى احتلال الجزائر سنة 1830م، وفي هذه الدراسة نوضح موقف الدولة العثمانية من الازمة الجزائرية الفرنسية، حيث سعى السلطان محمود الثاني لحل النزاع بطرق سلمية وأمر بتكليف وفود من استانبول للقيام بدور الوساطة بين الطرفين من أبرز المكلفين بهذه المهمة نجد: خليل افندي مبعوث الدولة العثمانية لإيالة الجزائر في مهمة تخص العلاقات الجزائرية الفرنسية، وسنناقش الموضوع، من خلال وثائق المجموعة 3190 بقسم المخطوطات بالمكتبة الوطنية بالحامة، والتي أخذنا منها عينة الدراسة المتمثلة في رسائل كتبها خليل أفندي في ديسمبر 1829م إلى قائد الحصار الفرنسي، تضمنت شروط الداي للصلح مع فرنسا وكتبت بمزيج من اللغة التركية والعربية تضمنت خمسة شروط وتقارير كتبها في طريق عودته إلى الباب العالي تقارير عن اشغال القنصل الفرنسي في تونس وتسائلاته عن تحركات القبائل الجزائرية كما اعطى تفاصل عن الحملة الفرنسية على الجزائر، وتجهيزات الجيش الجزائري.
